Terms of Use
A clear guide to using the platform, requesting barangay services, and understanding your responsibilities and protections.
eSerbisyo is operated by E SERBISYO IT SOLUTIONS. It helps citizens request and track barangay services and helps authorized barangay personnel manage applications and records.
Read these terms and the Privacy Policy before submitting. You must affirm your terms agreement and privacy acknowledgment. This does not waive your statutory rights or authorize unrelated processing.
Operator and barangay responsibilities
The operator provides the software. The participating barangay administers its services, determines lawful requirements and fees, verifies eligibility and information, and decides whether to approve, reject or issue a document. The platform does not replace the barangay, provide legal advice, or guarantee a government decision.
The barangay remains responsible for its citizen records and official acts. Separate tenant contracts govern the operator’s relationship with subscribing barangays; these citizen terms do not replace those contracts or applicable law.
Eligibility and accurate information
Submit accurate, current information that belongs to you or that you are legally authorized to provide for someone else. Explain representative authority when required. A parent, guardian or legally authorized representative should assist where a child or person unable to act independently needs a service; the barangay determines supporting requirements.
Do not impersonate someone, forge evidence, upload malicious or unlawful material, or knowingly submit misleading information. The barangay may require clarification, corrections, original documents, identity evidence or an in-person visit. Check your answers before submission.
Agreement, checkout and submission
Actively check the terms agreement and privacy acknowledgment before sending a document application. The platform records the versions shown and the acceptance time. Optional marketing or newsletter consent is separate.
For a priced service with online payment enabled, the platform saves a private checkout draft first. It is not a submitted application and does not enter the barangay’s review queue. Only server-verified payment creates the request and its tracking number. Returning from checkout, closing the tab, or showing a payment screenshot does not establish payment or submission.
Free services skip checkout. Services using hall payment retain their barangay process. Payment or submission does not guarantee approval, immediate processing, a particular completion time or document issuance.
Prices, payment and refunds
The barangay sets service prices in Philippine pesos. The server calculates and records the amount for each payment attempt. Review the service, amount and receiving barangay before paying. Available payment methods depend on the barangay’s PayMongo account.
PayMongo hosted checkout uses the barangay’s own PayMongo account. PayMongo processes payment credentials and settles funds under its arrangements with the barangay. E SERBISYO IT SOLUTIONS does not receive, hold, route or split citizen funds. When the barangay admin enables automatic rejection refunds, authorized rejection may instruct PayMongo to refund the full original payment from that barangay’s merchant account. PayMongo’s applicable terms and privacy notice also govern checkout.
For uncertain, cancelled or interrupted payment, resume the existing checkout and check its status before paying again. Closing a tab does not necessarily cancel payment. If charged without a tracking number, contact the barangay with the checkout/payment reference and time. Never send passwords, authentication codes or full card details.
Raise refund eligibility, cancellation, duplicate charges and service disputes with the barangay and, where appropriate, PayMongo or your payment provider. Refunds use the barangay’s PayMongo arrangements. Automatic full refunds on rejection apply only when enabled by the barangay admin for an eligible paid online request. A requested or pending refund is not a completed refund; provider eligibility, account balance and processing may require barangay assistance. Payment acknowledgment or treasury-authorized receipt PDFs may be attached to the existing decision email. An immediate rejection copy may say refund pending; later staff regeneration reflects verified refund completion without another automatic email. Official receipts require treasury-approved setup. Nothing here removes a refund, remedy or protection required by law.
Credentials and acceptable use
Keep request passwords, tracking references, download links, staff credentials and verification codes private. Use a password you do not reuse elsewhere. Report suspected unauthorized access promptly. Staff must use their assigned accounts and follow security and access requirements.
Do not access other people’s or tenants’ records, bypass authentication or payment verification, harvest information, overload the service, interfere with security or send spam. Access may be restricted to protect people and records or meet legal obligations. A restriction does not remove your right to seek assistance or challenge an error.
Review, delivery and physical services
Keep the tracking number and monitor your request. Emails may be delayed or fail; they are not the sole proof of status. Downloads may require your password and may expire. Ask the barangay about corrections, replacement copies, delivery and authenticity of issued records.
Walk-in services, including Barangay ID issuance, follow the barangay’s staff-assisted process. Online availability does not remove physical verification or collection requirements. Use issued documents only for lawful purposes; do not alter them or misrepresent their source.
Personal information and providers
The Privacy Policy explains the operator’s and barangay’s roles, Appwrite Cloud processing, other providers, retention, security and rights. Acknowledging it is not blanket consent to all processing.
Linked providers govern their own services and may retain records under their policies and legal duties. The platform contact form must not be used to send payment secrets or unnecessary sensitive records.
Availability and responsibility
Maintenance, connectivity, security incidents and provider outages can interrupt the platform. Contact the barangay or visit the hall when an urgent service cannot wait. This platform does not replace emergency response channels.
To the extent Philippine law permits, the operator does not guarantee uninterrupted or error-free software, barangay decisions or provider performance outside its control. Responsibility and remedies depend on the facts, law and relevant agreements. These terms do not excuse fraud, willful misconduct, gross negligence, breaches of statutory duties or liabilities that cannot lawfully be excluded.
Changes, questions and governing law
Updates will identify their effective version. Material changes will be communicated through the platform where appropriate. Later terms do not retroactively change an already recorded checkout price or remove accrued rights.
Contact the barangay for its fees, decisions and refunds; use the contact page for platform issues or these terms. Philippine law governs, subject to mandatory laws applicable to you. Seeking help does not limit access to a competent authority or court. If a provision is unenforceable, the remaining lawful provisions continue. No provision removes mandatory rights or remedies.
